Go to:
Dashboard, click "change settings," click "comments," second item...chose "anyone." Before scrolling down to bottom, make sure the word "anyone" is no longer highlighted because when you scroll, it will change your answer.
Go to bottom of page, click "save."
That should do it.
You could always go with Haloscan. Harvey at Bad Example has a way to do it without losing your blogger comments in the process.
